Plans to create the St. Louis River Estuary National Water Trail and expand Waabizheshikana: The Marten Trail were adopted in 2017 and 2019, respectively. Both plans incorporated concepts and recommendations for Blackmer Park and Munger Landing from the St. Louis River Corridor Neighborhood Parks Plan, adopted in 2016. The interpretive plan for Waabizheshikana: The Marten trail was adopted in 2021. All together, these plans are guiding the design process and future implementation of these trail improvements. In 2020, the U.S. Secretary of the Interior designated the St. Louis River Estuary National Water Trail, and it is now included in the National Park Trail System.
